For each organization, you can choose to decide which learning activities are available to which users (administrator-driven) or let users choose the content they want to add to their plan (user-driven).
Whatever method you use, users get access to a whole learning activity. If you want users to have access to only a few items within an activity, you need to create a new learning activity for those purposes.
